How can I apply visit visa for my sister

I am permanent resident of Canada with my family here. My mother has already Super visa. My sister is in Pakistan and wants to visit me during her summer vacation. She is 16 years old n in school now. can anyone tell me what will be requiremnts if she applies for her visit visa? How long it will take? Should I apply for her visa fromCanada or she can apply from Pakistan? which is the best way?
