how can any one from non visa exampt country can apply for rehabiliation

there are countries ppl from which need visa for canada...they all have VFS or embassy which has only information about TRV,FSW,Family sponsorship, and PR visa they do not have any form for rehabilitaion process....where to apply for rehabilitation
