I have a friend who is going to be separated from their company this coming October 2, 2010. The sad thing that happened was, he was just advised they will not renew his contract 5 days prior to finishing his contract.
I am trying my best to help him...and so our concern is that, where is he going to apply restoration on his own and how is he going to do that? What's the fastest way possible since he is worried he wants to stay before he will be dismissed this October 2?

What does he want to do? For another job he needs a new employer and new LMO. Until he has that he can't apply for a new work permit. Remember the operative word for work permit is TEMPORARY. He would have 90 days after the visa expires to apply for restoration as worker if he has a new lmo, otherwise he goes home.
