No, there are not a lot of full-time and permanent job offers in Canada. Every year only 1200 LMIAs are granted, probably in very high demand jobs such as mining workers or mining engineers. If you are studying mining engineering, for example, you will get hired for sure if you are in the third-year of your university. Canada has never had good economy since 1999's. The unemployment is around 8-10% - not a good sign.

Therefore, I think that the Express Entry system will turn out to be a competition among foreign workers - it is quite unrealistic to expect Canadian employers to give our permanent job offers unless they desperately needs someone whom they cannot find in Canada.

One-year post-secondary program credential 84
Two-year post-secondary program credential 91
Post-secondary program credential of three years or longer 112
Two or more post-secondary program credentials AND at least one of these credentials was issued on completion of a post-secondary program of three years or longer 119
University-level credential at the Master’s level OR an entry-to-practice professional degree. CIC only accepts as an entry-to-practice professional degree, those degrees issued in relation to an occupation listed at NOC Skill level A and for which licensing by a provincial regulatory body is required. 126

As per my assessment, the result is
1.Canadian Equivalency: Bachelor's degree (four years)
