Hi, I'm planning to sponsor my wife from Hongkong to be PR in Canada. She is currently living with me. All I have see on the CIC website is that I will have at least 24 mos waiting time. Is it normal? Is it the fact that she is living with me in Canada makes the waiting time to be much longer?

As the other poster mentioned, you should apply for OUTLAND, which will take a lot less time.

You will have to manage getting the HK police report (as well as other police reports if your wife lived in other places for more than 6 months, for example China or other places) done somehow. This is likely the most tricky part. The other issues would be getting original documents such as marriage certificate, which could be challenging if your wife left them in a HK safety deposit box and you don't have a photocopy.

Other than this, the application is quite straight-forward.

She is from HK and is visa exempted, to reset the clock she can take a short trip into US and re-enter Canada with a new stamp. She should do it before the sponsorship application.

That is risky. Better to apply extend stay in Canada as visitor.

There are other folks in similar situation, waiting out the process in Canada as a visitor, and have been successful to extend the visitor status. Apply to extend visitor status, not to change the status.

By having applied for PR already, and stating the reason that you are waiting this out in Canada to be close to your spouse/children as a visitor, extension is usually a smooth process.

While hopping down to the border is an option, some people have shared experiences where: 1) re-entry is not guaranteed, or 2) even if entry is allowed, it is not an automatic 6 months. It all comes down to the border officer, his/her mood, etc.

Decision for Out or In is based on your need: (IN) to have work permit while waiting or not versus (OUT) potentially faster to get PR.

Your marriage location does not matter. What would be relevant would be your explanation of your story of your relationship, why the marriage took place in Canada instead of in HK. You should be careful in not giving the impression that the marriage was done in Canada for the purpose of getting PR!

That's the tricky part as one then needs to come up with a "convincing"story why you'd get married close to your application of the PR. One would have thought it's so logical when getting married is the need to live together and thus applying for PR is so natural to satisfy that need. It's not to CIC, due to there are a lot of fakes marriages. It's unfortunate some of the legitimate relationships are being put under the microscope and be investigated in depth and got refused due to careless mistakes or pure nervousness in answering questions/providing documents.

Anyway, one ought to gain enough knowledge on this site or elsewhere before applying. Otherwise, should spend money for a lawyer.
