Upload the receipt your sister got when applying and a LOE explaining that you have applied and that HK police will send the CPCC directly to IRCC. If you opt for regular mail then there won't be any tracking once it leaves HK, so you best raise a web form 2 weeks after the deadline asking IRCC to confirm receipt of the document.

Wooooow for real? Where did you see that? Thanks fsw_hk!IRCC is saying they won't reject applications with missing documents during COVID, if you have proof that you have applied for those documents. You can definitely opt for courier service to be on the safe side.

If you already applied for a document but it’s delayed due to the COVID-19 pandemic, you can send proof that you’re trying to get it (like a receipt). Include a letter to tell us why you don’t have the document and when you’ll get it. Send us the document as soon as you have it to avoid more delays.
If you are missing documents due to COVID-19 (such as police certificates, biometrics, passports and medical exams)
- we won’t close or refuse any applications in progress
- we’ll automatically give you an extra 90 daysto send us the documents from the deadline in the request letter
- this applies even if the letter says you only have 30 or 90 days
- we’ll keep extending the deadline for another 90 days until you can get the documents
- you don’t have to contact us to get this extension
- once you’re able to, send us the missing documents as soon as possible to avoid further delays

Eligibility - CIC evaluation of your compliance with all requirements (pass or fail)
Medical - Applicants medical exam when requested by CIC
Criminality - PCC sent with application, including CIC independent checks and RCMP (when requested)
Security - Checks completed by CSIS
Normally, medical is the first stage and followed by criminality and eligibility. Security is the last stage. After all processes are passed, they will issue the Passport Request (RRP) which is the signal of issuing CoPR.

I got me CNCC delivered by DHL on October 6th, and I just called IRCC today and the agent said she only see my webform (I sent my proof of delivery on Oct 7th) but the office has not confirm they receive my certificate. The agent said I cannot do anything but wait until they further update my case. How about you?Yes it took me around 6 weeks after I submit my application. Then, they inform me that I can choose whether HKPF will send it out through regular mail or I pay for the courier service. Of course I chose to pay for the courier service (DHL). The next week (after I paid for the service and then I sent them my waybill), HKPF said I can arrange pick up, DHL is pretty fast, almost the next day the tracking shows my CNCC is in the USA then arrived Toronto ON. The last update is deliver arranged. However, no more further update after that... so my concern is I am not sure whether my CNCC has delivered or not... headache
