Guys on this thread recommended either make a phone call or send emails. Search a couple pages back and you will find the contact info.
In addition to that, the application status doesn't giving reliable information. Always, email or call them to confirm.

Hello guys, I'm about to submit my application, I'm from HK, so I just want to check that I don't need to submit my police check (i.e., I can't), IRCC will send me a letter after I submitted everything. I can then use the letter to request for a police check from HK, is it right?

So when I submit my application, I just need to upload a document that states: “I am applying from a country that requires an official request letter from IRCC to get a police certificate.”

Does it sound right to you guys? Is this what you did?

Thank you very much!!!!!

Where can the pr card be mailed to if i do not have friends in canada and i have to leave one week after landing in canada?

I’m from HK as well. Yes, exactly, follow exactly. I created a document, with the above text copy & paste. And upload it to the PCC section.
IRCC will send a message to your MyCIC account, with a PDF letter, AFTER you submitted the application. Then you take that PDF letter to HK Police. HK Police will give you a payment receipt, with reference number.

Correct. Just write or type on a blank piece of paper. They will send you a letter later which you will need to show to the hk police in order to get your pcc.

My time line is almost identical to yours. My HK PCC application was accepted by HK police on Sep 21, and the reports were mailed out on Oct 13. My 60-day period ends on mid Nov as well. Wish speedy delivery and even faster IRCC process for all of us!

May I ask of any one knows how long it takes for the mail to reach IRCC? esp for those who have free received ppr? TIA

Great! Please let me know if you come to know that your PCC has been delivered. Do we have to upload a LOE stating that the PCC is on the way?

I did. I attached the receipt, estimated report arrival time at IRCC, attached the ID that I applied the HK PCC with, and explained in the LOE the possibility that it might take more than 60 days because the processing time required by HK police and their choice of regular registered mail. Can't be too careful with these PCC stuff :)

I did that. It took about 4 weeks to get there. You can give CIC a call 4 weeks later to confirm whether they have received it. Good luck.

Thanks for your reply. I sent them an LOE requesting for some extra time. My 60 days will get over on 9th November and that will be 3.5 weeks after HK sent the post. I hope they deliver it by then. In case it's not delivered in time, I hope they consider my LOE and grant some extra time.

Hi guys,
I just got a request from CIC to get a certificate of no criminal conviction from the Hong Kong police but there are two things that I am not quite sure.

First, the HK police wants the name and rank of the person taking the fingerprints, but in my area (Kitchener, Ontario), it seems like we only get fingerprints done in accredited private clinic, where the person taking my fingerprints would not have a rank in the police system.

Second, they require a bankdraft payable in HongKong. Is there any way I can make one in Canada that is payable in HongKong.

Thank you so much. I will really appreciate your help!!!

This is interesting. Can you print the canadian or FBI fingerprint form and bring it to the police station? If not, just call the HKP and see what they can accept.

Yes. You can get a bank draft payable in HKD from a Canadian bank. However, I recommend you get a friend or family to apply it on behalf of you so you know whether there is any issue with the fingerprint quality and you can get a receipt right the way.

Good luck.
