Hong Kong Police certificate and Letter of Explanation

Has anyone obtained a police certificate from Hong Kong? How does IRCC provide us with the request letter as Hong Kong POlice will not provide teh clearance unless it obtains this letter.

Also I dont see a place to upload the LOE )

Apologies if these have already been asked but I cant find the answer anywhere.
