according to my agent, all of her March and April 2021 applications have returned from Ircc bec of the quota.

For hccp applicants who submitted after April 8, I believe, but not for hsw applicants because up to this time hsw is still open.

Date recieved by IRCC-- April 23,2021-- IRCC was returned her application here in HK.
One is in philippines and one is inside canada as per our group page.. The reason is the pilot was closed already and reached the maximum qoata for HCCP.

Yeah, they have returned applications received after April 21 or so...

I am confused if all 2021 applicant didn't receive the final AOR, then how CPC Edmonton came to know that they reached their full limit of HCCP. Because I read some ware they will also return all the application who have not fill properly/not eligible for the program. these type of application will not count for limit. I dont know what is the base of returning files. other side I also agreed that they declare the cutt-off date for HCCP 2021 on 30th April 21 and may be there should be surplus application in the records. they can consider surplus application if some one's application reject in first stage before giving Permanent AOR. I hope you may enlighten on this. I am little bit afraid because of gray situation.

It does not work like that... Since its paper based application process, they count the number of applications received, in this case they counted 2750 and started returning 2751st onwards... Its coming to a date of April 20 or 21. So all the applications, received after this date will be returned...

The process is, out of those 2750, if they return applications because of incorrect or missing details, they will re-open the program later in the year to ask for more applications.... As far as I was told by an RCIC, they have followed this process in 2020.

Now please dont think that, they should filter the complete applications out of all being received till Dec 2021, because people start crying if they are informed late...

I have to agree with you mr.preetsingh.
Also, If I have read correctly somewhere, in gazette I think, that if they already reached the quota for a specific year, then regardless those applications is approved or not, it will still be counted in the quota.
