My niece has new born baby and her sister is nurse in Pakistan and have experience working with children. Can my niece use this program to hire her sister? I see the form for "Offer of employment" it asked Business number and name, does your employer has to have a business name registered in Canada?

Yes, she can hire.

The Employer has to call CRA and ask them to generate a business number, and that's it. It's a 5-minute job.

She can hire her sister via this pilot based on their meeting the minimum requirements. i.e. the sister is making enough money to hire her, she is either a citizen or on PR, the sister who is going to come as a Nanny should have a minimum of 13 years of education, she has a prior experience in Pakistan of similar nature and 5 band score in IELTS. As far as the business name is concerned, it should have the employer's name, who will be paying her salary.

13 years is actually correct. HCCP/HSWP applicants need a minimum of One Year Post Secondary Education. and in the application forms its written as 13 years of education
