Philippines, only one kid of age 9

The Officer's Name does not matter. All Officers are following the same procedure.

so for 9 year old no separate Student permit needed?? And are they getting direct PR or need work in Child Care for 2 years first and then would be applicable for PR?

Where did I say they got PR???

I said, Passport Request

The whole family received Passport Request for Visa Stamping
The Principal Applicant gets Occupation Restricted Open Work Permit
Spouse gets Open Work Permit
Kid gets Student Permit

After Eligibility passed letter on 5th May, received the PPR letters (dated 5th May) for spouse and 3 dependents on 29th May from IRCC Vancouver. The main applicant haven't received the PPR letter yet.

Received the PPR letter for the main applicant today. Webform queries seems to be having the intended effect. Will be submitting all the passports to VFS in person later this week. I believe the main applicant and dependents need to have Letter of Introduction when they eventually travel to Canada. @mr.preetsingh When can we expect this Letter of Introduction?

The Process is, to submit your passports at VFS and once those are stamped. Book your tickets and come to Canada.

Just go to each category of application and you should find it there
