Holding two jobs at the same time / NOC required?

Post ITA - Letter of Explanation related query:

If I've managed two jobs at the same time, is it wise to submit an NOC from each employer stating that they were aware and had no objection to my association with the other organisation? Moonlighting is usually considered a taboo in many cultures so I'm not sure whether I should clarify that I wasn't moonlighting or just let this subject be and not address it at all.

Any thoughts?
