Situation:
Main Applicant >> Wife(Student-PGWP): Will end on Aug 31 2019, Working NOC B
Dependent >> Husband(Open Work Permit): Will end on Aug 31 2019

I understand that these are the following criteria to extend Open Work Permit:
1. Wife must have work under NOC A, B O(Full Time or Part time)
2. Wife must present 3 payslip
3. Must submit the Extension before the end Date

If your wife's PGWP is ending August 31, 2019 and she was granted the full length of her PGWP, then neither of you can extend your work permits at this time. One of you needs to obtain a job offer from an employer along with an approved LMIA and apply for a closed work permit. The other spouse will then qualify for an open work permit.

Sorry I my wife is she granted a PGWP she can work without LMIA, do you have the link saying that she need LMIA as well?

You posts are confusing. Is your wife currently on a PGWP? If so, when does it expire? According to your original post, the PGWP expires August 2019. Is that correct? Or is it a different date?

If your wife has PGWP and a job in NOC 0, A or B with 3 pay slips you can apply for a new SOWP. You aren’t extending your old SOWP.

1. I heard from some they just submitted 2 payslips only is that still ok?
2. Can i submit the new application for SOWP 1 day before my old SOWP expire?

1. No it must be 3 pay slips.
2. You should got to the border to flagpole so you can start your new visa when you have the 3 pay slips.
 
You can only apply when you have all the documents. I would consider flagpoling.
Yah i will have all the documents ready by 30th Aug, which is 1 day before my OWP expiry. Do you think it will be an Issue in IRCC if i submit my SOWP on 30 Aug 2019?
