Yes HIV + applicants can be accepted through immigration programs. It all depends on what medications you are taking and if you have any other health issues. Your scores in English/French language tests, your postsecondary education and work experience will determine if you qualify. You should also research Canada's health system since things like medications are not normally covered. Coverage comes through finding a job that includes benefits.
