His pictures were refused when he applied for PR card.

Hi too all,
One of my friends went to check in Quebec, and when he applied for his PR card , he knew he was suppose to give 2 passports size pictures and when he handed the pictures the officer concerned said they already have his pictures. he was so confused of how they got his pictures.

My question is

1. Is there any new system of applying for the PR. Please help he is so confused even till today. The PR.card is not yet out and he has return to his country of origin.

2. What if his PR application has a problem how will he return to Canada , since his visa has been cancelled?

3. How long will it take for the visa card to be processed. I have read that on the net , but i would like to have a life example. they always put the time , but always take longer to do things.
