Hiring a worker through Free Trade Agreement (FTA, any)

The position is at professional level, within the scope of FTA.
Does the employer require to advertise the position at least ONE month and demonstrate that no Canadian citizen, permanent resident and open work permit holder may take the position?
If not, how does the employer justify to hire by using FTA (skipping LMIA)?
