Here is my case:
I am a 16 years Russian citizen. However, for the past two years I have been living with my aunt in Montreal, QC and going to a high school with a student visa. Next year I will be entering CEGEP.
The reason I am posting this is that the tuition fees for most universities are unaffordable for international students (around 30.000$ per annum), but moderate for Quebec Residents. Back out is not a possibility because
doing so might result in losing many years due to the difference between European education system and the Quebec one.
Since my aunt IS a Canadian citizen, is there any permanent resident program conceived for the cases like mine?
What's about the Quebec Experience Program?
