If you are in Canada, you can order them directly. If not, someone inside Canada must order them on your behalf (and with your permission).

If YOU are in Canada and requesting the notes, follow the privacy act link. There is no charge in this case.
If someone ELSE is in Canada ordering them on your behalf, follow the "access to information" link. There is a $5 charge in this case.
If you don't know someone in Canada who can order them for you, there are several services that will do so for a fee. I've used http://www.caips.ca successfully in the past.
When you order the notes and the ATIP team at CIC gets your request they will pull your notes. Generally on the 30th day after your request, they send you the notes - so the notes are a month old.
