I taught at English Bay College, and my wife attended Global Village, both are in Vancouver.

Some of them are a bit expensive, but if you look around you can probably find something that is affordable, especially if you just do 3-6 months.

The visa is a separate application, theres a small fee. The schools are generally pricey, like $200-300 per week. So if you take 3 months of study that can cost you $3600. But it is helpful to improve your english, and also it really will help your visa get approved.

It's certainly a lot better than having your BF fly to philipines and help you fill in your TRV. That won't help at all.
