If you want to send via a courier or a faster option, that's up to you. They would certainly get it sooner but I don't know how it would affect how much longer you have to wait for PPR.
As far as the rest of your question/s, I have no idea what you're asking.
There's another member here - her name is patopato - who I know has sponsored her Tunisian husband. She actually just got the PPR, so you might want to contact her.
Like I've said before, there are a few things you should do to help your situation right now:
1.) Stop freaking out so much and putting high expectations on how much longer your will have to wait for Paris to issue you the visa. I understand it must be incredibly difficult to not be with your wife when she is pregnant and about to give birth, but it would be very unlikely that you will get to Canada in time for the birth, from what you said about how far along she is in her pregnancy. You need to make peace with that, focus on what you CAN do instead of what you can't, and settle in for however long Paris makes you wait.
2.) Send the doctor's note about the pregnancy to the visa office, maybe a copy to Mississauga, and have your wife contact her Minister of Parliament's office to tell them about the Family Class sponsorship and the pregnancy. They may or may not be able to do something to make this move faster for you.
3.) Order your GCMS notes.
4.) Think about applying for a temporary visitor's visa while your PR application is at Paris. I don't know about about this, other than you would have to apply through the Tunis office.
