I'm thinking that CIC inquired about your sponsor which triggered the request for the $3500. At least this means they are looking at it. That would explain the sponsor delay, but not the work permit delay.

If they received your application in May, what do you mean by they only got it "4 months after (you) sent it in to them"?
Actually, if there's a `flag' regarding sponsor eligibility, it very well could impact the OWP.

Even though it's based on the submission of an Inland application, if CIC has concerns about the sponsor's eligibility, it could be an issue:

As of December 22, 2014, open work permits may be issued to eligible applicants under the SCLPC class at an earlier stage in processing. This pilot project will end on December 21, 2016.

Officers will issue open work permits to SCLPC class applicants if they meet the following requirements:
a permanent residence application has been submitted under the SCLPC class;
a Canadian citizen or permanent resident spouse has submitted a sponsorship application on their behalf;
the SCLPC class applicant resides at the same address as the sponsor; and
the SCLPC class applicant has valid temporary resident status (as a visitor, student, or worker).

Applicants whose application for permanent residence is being processed under the spousal public policy (subcategory “PP” in GCMS) on the basis that they do not have a valid temporary resident status are not eligible to be issued an open work permit under the pilot project. They must wait until they receive approval in principle to be eligible to apply for an open work permit.

Case processing centres will ensure that the requirements are met and conduct a systems check to identify any adverse information on either the sponsor or the applicant that would render the applicant ineligible to receive an open work permit. If there is information that an applicant is inadmissible, their application for an open work permit will be refused.

I have not got any messages about the work permit at all from cic and nothing about the sponsorship only that they got it and they gave us the numbers uci and so on and we got that like 2 month after we sent the application to them and we got the cra lifted from her file this week

They prob wont give a work permit to me until her side is sorted I am thinking and I got the cra lifted of her acc this week so hope that will help

Not sure why but I was looking at my timeline and it was way longer than yours. For example, I sent my inland app Jan 2014, didn't hear anything until they emailed AOR in May (5 months). Then again nothing until Jan 2015 for my OWP (8 months!)... Maybe they had just introduced the pilot back in Nov/Dec 2014?
But in all those times of me waiting with an expired OWP and SIN, I was still able to continue to work under "implied" status. Was that your initial concern? Not being able to work?

Ok guys I just got a call from my MP and she said that my file is under review still and the first stage has not been done yet and they don't know when it will be done either so I still have no idea whats going on and we are getting up to the nine month now
Has anyone got any other ideas?

yes if I cant work in the next 2 month we will loose our home and I have 5 kids to feed too so I need to get that work permit as soon as pos

Does anyone know of any loans we could get to bridge the time it takes for them to make up there mind ?
Or is there a way to speed things up because I don't want to be homeless in 2 month from now with 5 young kids

I believed you've applied for work permit extension prior to it being expired correct? If yes, then you are still able to work under implied status:

My work permit was active but was not working for that company anymore and it was only for that company only not an open work permit I just had my mp on the phone before and he rang them to see why it was taking so long and they told him that it was under the second review but again no reason as to why or how long this was going to take so we still have no idea yet on what we should do
maybe someone else has gone that way before and knows how long that takes or why they would review it any ideas at this point would be great if you have seen this before or know anything about that plz
