Top rated universities seek students with higher marks (usually without any backlog). So, better you can try for post graduate diploma in Canada.
Try to get overall 6.5(with no less than 6.0)

there is still possibility to get into MS, given that you have a good IELTS score and some internships in your subjects.

Ofcourse, high ranking universities won't accept the credentials you have, but you can opt for other universities like Trent, Brock or Lakehead and there are many more.
But to get an offer letter from them, you will have to do all the ground work yourself, as Canadian Universities don't consider Indian agencies even worth talking to, to be very honest.

There are two things you should do,

1. Contact the program coordinator of the respective university, you choose for your MS, tell them about your credentials and what they can offer.

2. Contact agencies in CANADA ( CANADIAN ACADEMIC CONSULTANCIES). Because they have tie up with universities for good quality courses.

Usually they run their business from Canadian student market, but they gladly assist international applicants as well. They are very much transparent and reliable.
