No one can say for sure whether an applicant will get an RQ or not.
Have you ever had any passports or travel documents? If so, you should hopefully still have the old copies, though it is pretty normal for refugees to lack certain documents. CIC will not punish for being a refugee.
I want to reiterate though that you should not contact the embassy of the country you sought refuge from. Absolutely do not apply for a passport from them, as that could cause problems for you.
If you want to talk to someone in person, a settlement worker would be helpful.
