Hi,
I have got my approval from CIO under NOC 1111 (accountant). But i don't qualify minimum 67 points,so i am confused how CIO approved my application although i had given all accurate information about my IELTS and other factors, so shall i file my PR application or do IELTS again to attain 67 or other way.

How many points are you short? You think if you score better on the IELTS test, you would meet the 67 points requirement?

CIO approves you on the basis of your work experience. they dont do the points calculation. you must make sure you complete 67 points (by giving ielts again, etc) before you send your application to your local visa office, or else they will simply reject your application if you fall short of 67 points.

No, its not going to be time wastage. Because I am assuming that you applied before June 26th. Correct?
At that time, NOC1111 (Accountants) was on the qualifying list and so you would qualify for PR, if you can retake the test and achieve an higher score, which would ultimately make you achieve the score of 67. So go ahead and give it another shot. Good Luck!

Written submission might or might not work. As of June 26th and thereafter, written submission is NOT acceptable.
But as you applied earlier to that change, you might have a chance. Basically, if you are not from a Native English speaking country, obviously your first language won't be English(even though most of us today claim English as our first language). So, if you submit your English language proficiency in writing, its upto the discretion of the Visa Officer, how many points to grant you. Right?
But, if you submit your IELTS test score, you will have a confirmation of how much you will score. To score high or low is upto you and your capability. But, in written submission,you have no say over how they score you. And if they disqualify you over written submission,you would not stand a chance to take the IELTS and prove your proficiency. So, the best and safest bet is to take the IELTS and keep retaking it till you get what you want and then send them the final score.
