Agreed, the only gripe i have is getting rid of condition 51, just utter nonsense.

Agreed, Condition 51 is a good thing and helps to stop fraud marriages. I'd love to know how much of the family class budget is spent due to these types of marriages. Bet it's a hell of a lot. Also they push up the wait time for the rest of us.

Imagine if he did grant PR status to a spouse or partner of a Canadian citizen or PR immediately...along with a Condition 51 restriction. This would allow CIC two years to verify the applicant and his/her relationship with their sponsor, while the foreign national enjoys the benefits (and contributes to Canada) the entire time. If CIC determines that the applicant does not truly qualify to be a PR, they are removed from Canada. What's wrong with that plan?

Removing Condition 51 makes no sense whatsoever, IMHO.

That would be a very positive change. Applying for PR under spousal sponsorship and get approval within a week or something (just criminality check), and then spend the next 2 years doing the rest (relationship, medical, etc) while already a PR. This would solve most of the issues now (can't be together if outland, can't leave if inland, can't work, can't have medical insurance, can't be a human, etc.)

i think just granting a visitor visa for the spouses would be a huge step. they can process the PR in the mean time. I just don't get why spouses are refused visa based on the fact that they have a spouse in canada. just like OWP pilot project for inlands, outlands should have a similar project with visitor visas. grant them visa for 2 years till their PR process is finalized. that will change attitude of applicants big time. and it's not much of an issue as well. just submit visitor visa application with the SA.

Exactly! CIC/CBSA already have immediate access to world-wide databases that would reveal criminality issues...which only fuels the debate of why applicants even need to submit those (like the FBI PCC) with their application. Let CIC do it; even if it means adding a few bucks more to the fees, but...I digress.
