My brother has gone to USA, but he is still on the file, now they have send the Medical exam for my parents and my brother.
My brother is not coming to Canada anymore.

How old is your brother? If he is under 22 years old and unmarried / not in a common law relationship, then he must complete the medical.

Hi, at the time of sponsorship in 2009 he was under 22. Now he is 30years of age, unmarried but living in the USA since 2017.

But yes. He can get his medical exam anywhere as long as it's a panel physician.
He will also need FBI and other country PC too.
