Hi,

If you are applying to an UG course in university... i.e Bachelor's degree, each University has it's own set of eligibility criteria including 12th marks and IELTS for particular courses.
Most of the Canadian public universities may require minimum 60% in 12th to as high as 70-85% (in PCM, with 60% overall and in each subject) for admissions to the Bachelor of engineering programs.

So, you may not be eligible for admission to any Bachelor level program in a Canadian university with score in any subject less than 50%, which is considered below average/poor marks.

However, to know for sure, you need to individually check websites of all the universities, and look for minimum admission criteria to their bachelor level programs and if any doubt/cannot find it..email that specific university with your marks and they will let you know you will be eligible or not. In case, you do get admitted to a Bachelor level program, remember previous academic record..especially academic marks of last major degree/12th in your case... is very important. But, there's no set rule..that in case you have below 50 in 1 subject... you won't get visa... nevertheless, you should try... and unless you actually apply for visa... you will never know.

It's not wise to rely on a single agent's word.

Here's the list of all recognized educational institutes in Canada, participating in OCWP+PGWP, listed according to Province:

Best of Luck.
