yes you can but it doesnot guarantee if you will be able to get PR in future !

If you are in BC you can apply through one of the two business PNPs. You have the options of either joining an existing company by purchasing at least 1/3 of its shares or setting up a new one.

You must be careful in deciding to purchase a business for immigration purposes.

If you want to go through strategic occupation scheme by purchasing an existing business and employ yourself, along with other requirements, you cannot own more than 10% shares of the company.

If it is just a business class PNP, you can refer to the web resource for further details. Your work permit status will have no effect on it.
