HELP!! WORK PERMIT APPLICATION REFUSED!!!! HELP

I am feeling very annoyed right now. I received an email today from CPC Vegreville, and it says that they are not satisfied with the information provided for Work Permit, that I don't have a valid passport!!!!

Yes, my passport was expired and it has been renewed and the copies were sent to Mississaugua as didn't know that they have moved the file to Vegreville!!

Its so annoying and confusing, Please advise what should I do?

But I am out of status now. Nobody from the call centre ever told me to submit my renewed passport copy to Vegreville. I did send the copy a month ago to Mississaugua.

Can I still apply for Work Permit without being in status?

I see. That's an important detail.

You can't benefit from the open work permit pilot if you are out of status. You would have to apply to restore your status first. Once the restoration is approved, you would then be able to apply for the OWP.

I am writing a letter to be sent to Vegreville, to consider my application as I did everything on time. My passport and Visitor Record expired on May 27, 2015 and now they are just letting me know that application is refused.

do you think its the right step? before I apply for restoration

No. I suspect they will be unsympathetic. Just play by their rules and restore your status. You have 90 days from it's expiration (or so I have heard here). Time is ticking.
