I was curious how it is known that multiple frequent applications is such a dire problem. If it's written in officer notes that seems clear, if it's based on lots of applications then it's a bit more murky.
Based on a number of instances of visa officer notes (GCMS notes) for spousal sponsorship applications where either an interview has been called or the application has been refused due to doubts the relationship is genuine.

You need to search around the data sets. Look for TRV/Visitor/Temporary Resident data.
I haven't found what I'm looking for yet. They seem to only list "output" which includes passed, failed, withdrawn all together, but I did find stats on study permits. For the past few years they're failing more applications than they're passing for Philippines. It used to be the other way around so maybe they're cracking down on everything, or applications are not as convincing, or both.

For anyone who's curious, these seem to be the stats for total applications for TRV first then approved applications second for Philippines and a couple of other countries. So it appears that between 18-30 percent of the applications are accepted in the past few years for Philippines and India is similar. Lots of people coming from China and over 50% approved.
