Help with passport and visa

I sent my passport to Buffalo Visa office to renew my entry visa, and I don't know why they sent it back to my previous address. When the guy in my previous address sent it back to Buffalo, they resent it to my college, Seneca in March 16 in regular mail. However I haven't received it right now. Do I loss my passport?Does anyone have similar experience?
Does anyone know that if I apply a new passport now, and then I receive my old passport, can I use the entry visa on old passport or I need to apply a new one?
Thank you very much. I already bought the ticket and will go back to my home country in the end of April.
I am so worried about that.

If you have a visa on your old passport and if you have a new passport, just staple both passports together.
It can be used only up to the validity of the visa - means up to one year from the date of medical.
Your question, what will happen about the passport sent to another address remains unanswered.

You need to inform buffalo visa office about you concerns. If it goes missing or it gets into the hands of fraudsters you could get into trouble.

I emailed to buffalo again but no response. Dose anyone know how long it will be the regular mail from buffalo to toronto?

Righthandli are you crazy? What you need to do is send them a letter by registered post so that you have a receipt from them that you posted the letter and they received it at their end.
