Dear All
Please I need your help regarding my problem:
1) I have got Permanent Residence in Canada through the old Immigration System, and I have landed there in August 2011, but I did not stay after that. My PR card expired in 9th of October 2016.
2) I have got also immigration for my wife and my 2 children but they never landed there, actually my wife got sick with cancer and our life became complicated.
3) Right now I am in the USA on a Green Card and my wife and my children with me.
4) It seems like i can get a chance for work and continue my study better in Canada.
5) My question Please now:
- With my expired Canadian PR card 9 October 2016, there is no way to renew it?
- Since my wife and my children never landed in Canada, there will be no way for them to get PR cards there?

Please can you give me your experience and help regarding both situations

It seems you need to try entering Canada first, stay put for 2 years to meet your residency obligation and then sponsor your wife and children (assume they are still under 22 years of age) for immigration from scratch.

You said you landed in Aug 2011... when did you leave Canada after you landed? How long have you been in the US? These questions are important because for you (not your family as they never landed) to re-enter Canada an ever be considered on compassionate grounds (no other choice) you would have to prove that you didn't come to Canada for good reason (your spouse's disease), but instead you were able to move to the US. I do not see how you can justify that unless you lie.
 
As steaky said, you would need to successfully enter Canada and remain there two years without leaving. If you are reported at the border for failing to meet RO, it's quite possible your PR status will be permanently revoked. You can only sponsor your wife and child once you have lived in Canada for two straight years.

The other option would be to try to apply for a PRTD under H&C grounds. For this to be successful, you would need to prove that you were unable to move to Canada for a full five years due to H&C reasons. Having a job and family outside of Canada is not regarded as an H&C reason. It has to be something far more serious than that which prevent you from moving for a full five years.
