Help with CAIPS rejection reason

Hi guys my study permit visa was rejection twice, once in nov 12 and another in dec 12. Hence I had applied for the CAIPS.

I just received the CAIPS notes from the Embassy. The exact reason for rejection in the CAIPS was "Previous refusal noted. Took 5 years to do a 3 year course with many fails. Its either due to lack of ability or commitment. I am not satisfied PA will be able to handle studies in Canada given previous difficulty with studies. Proposed course at such great expense given PA's academic background is not justified. I am not satisfied applicant is a bonafide student. I am therefore not satisfied that applicant is not applying for unknown reasons other than studies and as such would be a genuine student. Weighing the information on hand in this specific case, the applicant has failed to establish that they are a bona fide temporary resident who will leave Canada following the completion of their studies pursuant to section R216 (1)(b) of IRPA. Refused."

Initially I had told my agent to ask for fee refund as I felt the rejection was because of course mismatch but later after going thru the CAIPS reason I told my agent to stop the refund, and to defer my admission to the next intake, i.e May 2013.

If you observe they have wrongly mentioned that I have taken 5 years for a 3 year course as my engineering was not a 3 year course but a 4 year course. I think this is a strong point to appeal when I am submitting the application next time.

Could you please tell me if "Proposed course at such great expense given PA's academic background is not justified", in the above paragraph means anything about the course mismatch. Also what do you interpret from the complete rejection reason, as I am planning to apply for the same course and same college for May intake. PLEASE HELP !!

it is all about sop u do not explain well in your sop and make strong sop this time.

bro first of all take an official letter from your university on which they must testify and the course was 4 years not 3 years. and also the circumstances that led to the completion of course in 5 years.
why you have failed ? mention it in sop...
Another thing change the course...it should be relevant to what you have studied before.

1. Does it make any difference if you take 5 years to complete a 4 year course with many failed records. The top reason for visa refusal is your 'poor academic marks' (rest of the things are mainly procedural formalities).

Did you apply next time ? Got the visa ? if yes then can you share what points were included in Explanation letter/SOP ?
