Greatly appreciated If anyone can help with this question.

Nephew is married to a Canadian born wife who obliviously is A Canadian citizen but has not lived in Canada in many years. Wife is currently pregnant.

She would like to deliver her baby in Nova Scotia. Husband would like to immigrate to Canada eventually.

What is the best scenario for them?

Have her sponsor him while both are at present location?
She coming to Nova Scotia and stay with family and start sponsorship of husband?
He applies for visitor visa and accompanies her to Canada?

What passport does the husband have? Where are they currently living?

Also do you mean obviously a Canadian citizen or obliviously a Canadian citizen as you wrote? There is a different answer if the wife doesn't know she's Canadian

The husband is a Lebanese national, they both live in Lebanon.

Obviously, I should never let spell check make up words for me. Sorry for the confusion. She is Canadian by birth and hold a valid Canadian passport.

So I don't know what the visa requirements are for Lebanese citizens to enter as visitors, but I believe that if he needs a trv it's a pretty long process so he may want to apply sooner than later.

In terms of outland vs inland options, if he can enter as a visitor she could apply to sponsor him inland with them both in Canada, however he couldn't work until his work permit came through and reports on here are that that's close to a year. I do think he'd be eligible for health insurance in NS based on be what we were told when we were deciding between NS and NB but they'd need to confirm that. She could also apply for him now as an outland application and if he gets a visitor visa he could come with her or she goes first and then he comes to visit her. However, I don't know if it's harder or easier to get the trv (assuming that's what he needs) if there's already an outland application in process. He also would have NO work permit options and couldn't work in Canada until he got PR status. Again based on what we were told by NS months ago he'd probably be eligible for provincial health insurance as the spouse of a citizen with an application in process but again he'd need to confirm that.

Thank you for your input. It is a complicated issue. He does need a trv, a process that is complicated further by the fact that the vo moved to Istanbul, Turkey. He is getting conflicting advice and trying to navigate the best course of action to take.
