Help - what fee do I pay, I'm in Canada, spouse is out of Canada

I'm trying to pay the application fee to sponsor my spouse from outside of Canada. I am in Canada. Do I pay the fees under "Family Class" or under " Spouse and Common-Law Partner in Canada Class".

The "In Canada" part is tripping me up…does that mean that the principal applicant should be in Canada, or me, the sponsor?
