You have to apply to a Canadian visa office/consulate outside Canada, usually the US.

You can send your application package to the US, and hopefully the officer processing your WP/visa will not call you for interview or hopefully you have a US visit visa. The first hurdle though is getting an employer willing to apply for LMO for you (meaning willing to go through hiring a TFW).

Okay, Thanks. Means 1st i need to find any employer to offer me the job. And then he(Employer) should apply for LMO for me. When its approved, then what should i do??? Because i am living in Malaysia and its very hard for me to go back to my homeland, Any other place outside of Canada that i can apply for work visa/TFW? Please explain to me. Thanks again.

Well you started out changing from visitor to worker (already in Canada) and it turns out you're still out of Canada! If you find an employer, have a positive LMO then apply at the visa office/CHC responsible for your region of residence.

If you had been admitted legally you can send your application to the Canadian High Commission in Kuala Lumpur.

Oh oh. Okay. You can send your application package to the US, once you have the LMO, and your supporting documents. Make sure you extend your stay once you found an employer so you're in status when the application is sent.
