HELP: Understanding fees and payment

Hi folks.

My girlfriend is thinking to apply from Taipei for a study permit but there is something I don't understand regarding fees.

Can someone explain me the ones I marked in red?

• Pay visa fees and biometric fee, if required, as per instructions in the CIC Canadian Visa Office website.
• Payment must be made in Bank draft .
• Payment must be in Canadian dollars.
• Payable to "Consulate General of Canada"
• Print your name on the back of the financial instrument.
• Your payment must accompany your application. If your application is received at this office without the correct processing fee attached, your application will be returned to you without processing.
• Please ensure that the bank does not forward your financial instrument to this office.
• Payment in Canadian dollars must be drawn on a bank located in Canada.

Seems pretty straight forward. Since you are working in Canada, why don't get a bank draft (drawn in Canadian) from a Canadian bank and make payment?

Ok, but if I'm not in Canada right now, how can we do it?

Currently I'm outside canada due to personal affairs regarding some family decease, and because I'm an IT guy I don't need to be in Canada.

What would you suggest?
