HELP!!! TRV PASSPORT RETURN?? (IS MY CASE STILL OPENED?)

im an international student and i applied for TRV(multiple entry) on aug 23 2013, i got a request fpr my passport on sept 14 2013. i sent it to them and they told me my passport was damaged and i should send a new one the case would still be opened.. fast forward to 2014 im getting a new one on feb 12 2014 in ottawa and im just wondering if i could drop it off at their office immediately after i get it. i tried to confirm with them if the case is still opened but their slow response is killing me. the twist is, i got a vacation for feb 22 and i feel like im cutting it too close. im wondering how long it takes to return the passport. and is it possible to pick it up myself in ottawa?

1. There is no public access to CPC-Ottawa, mail or courier only. I somehow doubt that they kept your case open for 5 months.
