Help! Trouble with documents!

Hey,

Getting a little run around.. Can't seem to find a clear path :(

Friend of mine arrived in Canada in 1985 from Zimbabwe. He has never left the country. His parents did not apply fro anything once landed.

Documents he has:

Record of Landing
BC Divers Licence
SIN Number

Has been employed and paying taxes for the last 20 years.

Now he would like to travel. Attempted to fill out the forms for citizenship, but it appears he need to take the english test (Did not complete grade 12). For this they require you have a PR card or an old passport. (He traveled here on his parents passports when he was 7)

So then it looked like we would apply for a PR card first, just so he could take the english test.

Record of landing is secondary ID. He has no documents from Zimbabwe. When contacted, they claim to have lost all the documents from back then (Birth etc)

Is there anything that could be done? Bashing my head against a wall, because every road seems to dead end, with no hope.

Unfortunately I think sounds like time for some professional advice simply to get status sorted with a PR card as a first step.

Maybe your friend should explore the idea of a statutory declaration, as described below:

"One (1) primary identity document

A copy of one of the following:
•your valid passport or travel document or
•the passport or travel document you held at the time you became a permanent resident (including your passport’s page that was stamped when you arrived in Canada and became a permanent resident) or
•the certificate of identity or travel document issued by the Minister of Citizenship and Immigration Canada or a foreign country.


 Note: The copy should show the document type and number, issue and expiry date, your name, photo and date of birth.

Under exceptional circumstances, if it is impossible for you to obtain any of the above you must provide a:
•copy of any identity document issued outside Canada before you came to Canada
or
•statutory declaration signed by you attesting to your identity and a statutory declaration also attesting to your identity signed by: a.a person who knew you before you came to Canada (such as a family member) or b.an official of an organization representing people from your country of nationality or former residence.

Is he at least a Permanent Resident?
Did they ever apply for Permanent Residence?
Because it seems to me like they have been living here illegally for the past 20 years...

Oh ok, after googling, I didn't know a record of landing was the same as a confirmation of Permanent Residence...
We learn things everyday :)

And.. Just found his birth Certificate. :)

Still doesn't help avoid the PR card.

Think we will get a notary to do the declaration and include a photocopy of the birth certificate as well.

Where did he find his birth certificate? Did he have it or did he get it from Zimbabwe? I've heard getting docs from Zimbabwe is an exercise in frustration?

His parents found it. (In Canada)

We attempted from Zimbabwe, and were told that all documents were lost, and / or it could take years to get the documents.

At one point he was told he would have to go there to get them.
