Help to choose program

I have done computer diploma in science and got 6.5 bands not less than 6.5 bands. Should i choose undergraduate program or postgraduate? Because my friend got visa with undergraduate program in same study and i am once refused with postgraduate program of embedded systems engineering design. Please help me to choose right course.
