I have been trying to find clear, precise information about this for some time now but I am unable to. The official government websites are to confusing and lead in circles.

The situation: have known this person for many years now, we want to live together and be married in the near future.

I am a Canadian citizen, born here and lived here all my life
I have a full time job
I live in Quebec (montreal)
I am in the process of obtaining my own residence (condo probably)
I have enough income to support us both, won't live like royalty but we'll manage.
She is a US citizen
She is not a student so can't get a student visa
She does not speak french (yet, willing to learn AFTER coming here) so can not work in QC immediately
We are not married, but want to be soon.
We have never lived together, never been in each other's country for more than very short trips.

What is our best options to make this work?

You are going to need to sponsor your partner. However, you can't do that until you are either married or common-law (lived together continuously for at least one year). The application is here http://www.cic.gc.ca/english/information/applications/fc.asp. As you reside in Quebec, you will also need to complete an additional process to get your partner a CSQ.

Right now, she can come to Canada is as a visitor. She is not moving to or coming to live in Canada. This means she need to travel with only a few bags, have proof of finances, proof of ties to the US and she should have a return ticket. If CBSA suspects she is coming to live here, they can refuse her entry and even issue a one year Exclusion Order.

- sponsored by parents using Queb sponsorship
- now pr for 4 years living and attending school in Queb
- wants to sponsor husband
- when husband gets pr they want to move to another province

1. Which sponsorship process to use? Queb or Federal?
2. Can both be done?

There is no separate Quebec spousal sponsorship program. Spousal sponsorship is a federal process. Those living in Quebec have to apply for a CSQ but this is just an additional step in the regular federal process.

If you are living in Quebec when you apply, you will need to apply for a CSQ unless you can show hard proof that you will be living outside of Quebec when the PR app is approved, i.e. a purchased house, a signed job contract, paid university fees.
