My backstory: I was studying in Canada before, then overstayed but left Canada on my own 3 years ago. All this time I have been working in my home country (Russia) and now decided to apply for a new study permit to finish my education.
My visa was denied and here is the reason: "whether the person has been accepted to study at a Canadian educational institution"! Decision was made by an embassy in Moscow.
Btw, my previous overstay is not listed as an issue because I explained it an I guess the officer was satisfied with my explanation.
When applying (online application) I attached official Letter of Acceptance from designated institution, it has my student ID and contact information for the college.
Can someone please advise me how I can apply and make sure my case is reviewed in Ottawa, or how I can complain or what else I can do... because if there was a feasible reason to refuse my application I would agree with it but when I apply, provide LOA and am told that I wasn't accepted to a college (meaning the document is fraudulent?), that's just not right...
