HELP! Study Permit refused: officer doesn't believe I was accepted to a Canadian institution!?

My backstory: I was studying in Canada before, then overstayed but left Canada on my own 3 years ago. All this time I have been working in my home country (Russia) and now decided to apply for a new study permit to finish my education.

My visa was denied and here is the reason: "whether the person has been accepted to study at a Canadian educational institution"! Decision was made by an embassy in Moscow.
Btw, my previous overstay is not listed as an issue because I explained it an I guess the officer was satisfied with my explanation.

When applying (online application) I attached official Letter of Acceptance from designated institution, it has my student ID and contact information for the college.

Can someone please advise me how I can apply and make sure my case is reviewed in Ottawa, or how I can complain or what else I can do... because if there was a feasible reason to refuse my application I would agree with it but when I apply, provide LOA and am told that I wasn't accepted to a college (meaning the document is fraudulent?), that's just not right...

I'm no expert, but I believe the visa officer just stated this reason to refuse your application. I mean your LOA was most likely justifiable, they could have verified it to make sure. Your previous overstay probably played a factor into the refusal, even if your reason is justifiable you still broke the law. Also, the Canadian embassy will usually give a 5-year ban if they really thought you applied with fraudulent papers. If they haven't banned you from applying, I would guess your overstay was the real reason your application was refused and the current reason might just be more convenient to give.
I could be wrong though.

If my overstay was the reason for refusal they could have indicated it, instead of saying my LOA wasn't genuine. Also, I spoke to several people who overstayed for longer times and were granted a new study permit.

Hey Katie, we’re you successful in your application for a study permit ? I also have a history of overstaying and I haven’t found any stories on the internet of people being granted a study permit after overstaying
