Help re: Living in Candada for 30 years then applying

Hi,

I am trying to assist a friend with being able to get a passport / citizenship.

His family moved from zimbabwe to canada in 85 (He was 6 years old)

His family never applied for anything

He's been living life normal for the last 30 years.. had a sin number etc. Never left the country (He doesn't have a passport)
He has a copy of his Record of Landing, and a Drivers licence. He doesn't have a birth certificate.

If he wants to travel, what is the next step? Can he apply for Citizenship? Does he need to get a PR card? (If so is he a PR already?)

I can't seem to find info on anything. I don't even know what his status is. He can't go to Africa to get a passport.

I'm not sure what the next step is. We started filling out the paperwork for citizenship, but it looks like he may have to take the language test because he didn't graduate highschool (Made it to grade 10 or 11)

I would really appreciate any help on this topic, because I'm lost. I don't want to fill out the wrong paperwork and clog an already clogged system.

If he has a copy of this record of landing - then he should be a permanent resident.

Yes - he will have to take a language test before he can apply for citizenship.

If he wants to travel outside of Canada - then he needs a passport. To qualify for a Canadian passport he'll need to become a Canadian citizen first. So hopefully he doesn't have plan to travel anytime in the next few months.

Thank you so much.. Confirmed what I thought... few months lol.. citizenship is 36 months right now isn't it?

No - it's not 36 months. Many are getting through in under a year these days (i.e. those with straight forward applications).

He should already be a Permanent Resident for the past 30 years, so should apply for a PR card using his record of landing.

And he can inquire at the Zimbabwe embassy if he would be allowed to apply for a Zimbabwe passport while in Canada. http://www.zimottawa.com/
With a Zimbabwe passport and Canadian PR card, he can then travel anywhere that he can get a visitors visa to travel to, before he is able to become a citizen and get a Canadian passport.

Hi everyone, I really don't know how to post a question in this forum. I joined last week and please excuse me because I'm not that tech savvy kind of person.

I do have a question regarding my brother's immigrant application, it was filed year 2009 and he never got interested in pursuing this application in Canada. My question is, could he transfer this application to me or not? I believe he paid something but I'm not sure how much.

No - applications cannot be transferred.

@scylla, thank you so much for responding. I guess I have to push through with my intention to apply for a tourist visa. If in case I don't get a privilege to be awarded with a tourist visa, I'll go with applying for an immigrant visa. I am not doing this for myself but for my kids future too. Good luck to me! ;)

A tourist visa is just meant to visit. If you want to immigrate to Canada for your kids future, you should look if you qualify for an immigrant visa.
