I completed my graduation in six year out of which for two year i have not given the exam due to my bad health problem will they ask for 15 hour certificate i did my graduation from correspondence delhi university i use to attend the classes there

There is no points for distance learning and corresponding courses.

i thing you are wrong if one did his graduation from correspondence cources & took classes from university then he will be eligible but what he has to do he has to provide 15 hours certificate of delhi university which state that this student attend part time classes here in university.
But if you did from reputed university like delhi university then they also dont even ask for 15 hour certificate
see correspondence cources from delhi university are in two one is internal education cell( school of open learning) when you get your marksheet it will written on the marksheet ( school of open learning) in this course classes provide by university
second course is external cell which shown on marksheet in this course classes not provided by university

if on your marksheet which going to submit " school of open learning" then one can eligible but if "external cell" then case will rejected.

Before filing my case i visited to 4-5 big consultant of delhi all said that you did from school of open learning your case will process

See CHC - Local Visa office is always being regularly updated about the local bodies rules and regulations. CHC is well aware of University of Delhi. You send your papers and they will ask for anything additional documents which they need. But if you can arrange a certificate of 15 hours from the center where you attended the classes then it will be much safe and I would say the application will be complete.

Do not go by 2 -5 applicants history of processing a case since all files a different and are processed by different visa officers. Your job is to provide a solid case so that they can not take out any loop holes out of it.

Any Univ. which is established by an Act of the Parliament & offers a 'DLP' [Distance Learning Program] -which is also recognized 'at par' with the 'regular educational programs' vide the Act, is considered as 'same/eligible' by CIC.

Note: That doesn't mean all 'home study' degrees/programs are recognized. But, most of the ones from Regular Universities are. I guess, Delhi Univ. is one of those. So, your Graduation would be valid.

About the 15hrs certificate, I'm sorry I have no clue. But, I don't think it'd be needed. I did my MBA thru evening classes [as part of the experienced professional's sponsored courses] from my Univ. -and no questions were asked by the CIC.
