Once you are divorced, the easiest way is to get married legally in another country. I assume you haven't lived together for at least a year, so that's the only option.

There is the conjugal option for these types of situations, but you want to avoid that if possible.

as a PR, you can only sponsor a spouse for PR if you are currently living in Canada. Assuming you are, you can't marry your girlfriend until you are legally divorced from your other wife. Canada will not recognize the marriage if you are still married to someone else. So if you want to get married, you will need to wait until your divorce is finalized. Once legally married, you can then submit an application.

The other option is to try to get your girlfriend a visitor's visa to visit you in canada. if you are successful in doing this, once here she can then request to extend her stay as a visitor for 12+ months so that you and her can become commonlaw partners by proving cohabitation for 365 consecutive days. I believe you can still sponsor a commonlaw partner even if you are technically married to someone else. Commonlaw applications require substantial proof of comingling your life together for at least 1 full year. this includes, joint lease/mortgage, joint bank accounts, mail at the same address for an extended period of time, etc.

Either way, you will have to wait to be eligible to sponsor your girlfriend.

An annulment only has to do with the church and getting remarried in the Philippines, it has no bearing on a civil divorce here in Canada. That being said I don't think you can bring your girlfriend over from the Philippines if you are already married there. This will be a big red flag to immigration.

When I was getting divorced here in Canada from my Canadian wife I only went to visit my girlfriend in the Philippines once my divorce was finalized.

An annulment is the only way to remarry in the Philippines as you probably know. You would also need a CENOMAR to prove that you are not married to anyone there since your sponsorship file will go to Manila. Maybe once you have your annulment and your CENOMAR, you could remarry in the Philippines then bring your legitimate wife over. Immigration will never let you bring your girlfriend here.

Lot's of issues. I'm not an expert wish I could help more.
