is it the organizations or agency that will be designated to conduct educational assessments.

No - it isn't. It's just a notice about an awards ceremony.

CIC has said the list will be released in April, and that is at the earliest. The way CIC operates there is no way CIC will decide to release it earlier than it's anticipated date. SO, don't expect anything otherwise.
