HELP PLS - CEC Immigration Office - CPP-Ottawa or New Delhi

Hi Folks,
Hope you all are doing well.
Pls help me and my friend with you advise. We both have very awkward scenarios and need to know which office we can choose to get our PR faster with the CEC application. We are both from India.
=== Here is my scenario - I had a job with a closed work pêrmit but I was laid of in Sep 2012. So now if i have to look for another employer who gives an LMO and its very tough to find. So I am literally stuck and have to sit at home and wait to get my PR.
=== My friend also lost his job, and his work permit expired so now hes on visitors visa.
We both have our CEC application ready but dont know what immigration office to put in.
We have no option but to patiently wait to get our PR. We cannot work at all.
We have both been in Canada for 3 years now.
Pls suggest whether New delhi or ottawa is faster? We are really desperate to start our lives back again here as we have both gone through lotta hard work to be where we are with our experience.

If we apply under CEC to Delhi, do we need to go for an Interview to delhi?

1. It shows 13 months for Ottawa, it doesn't have any processing time for overseas offices.
2. If you applied to ND and there was an interview, it would be in ND. Ottawa, it would be in the US either NY or LA.

As you are in Canada you can apply for CPP-OTTAWA. Just in case you have to move out of Canada before you have a final decision on your PR then you can always update CIC quoting your file number.

There is a new category of work permit opened very recently called the bridging work permit. You can apply in this stream once your application for PR is accepted (This is like an open work permit and you can work for any employer). Try to gather info on this and check your eligibility.
