Hello..
I'm a female Syrian citizen, 24 years old, and I live in Syria.
I want to immigrate to Canada under the category "skilled workers and professionals"..
But I don't know how or where to pay the fees.
Due to the war situation in Syria, the canadian embassy is closed. and there's no one to tell me about these procedures.
Is there a specific bank that the Canadian government deals with, or can I pay in any bank?
also, my uncle lives in Canada. so can he pay the fees for me?
and how can I get the bank draft?

PLEASE HELP :(

Vera, applying for Canadian Permanent Resident is a lengthy procedure. Its not as simple as paying fees and waiting your turn. But, its not complicated as well. CIC has made it so user friendly that anyone that knows how to browse and read English / French can apply successfully. All you need is some time, patience and money for the fees. To jump start the process, please read through the link that says "INSTRUCTION GUIDE [IMM EG7000] from the below link that will give you a good understanding about the process. Other than that, this is a wonderful forum where you have great experts that can guide you once you have specific question about the process. Also, please keep in mind that the CIC is not accepting application at this point as they are busy clearing the backlogs from June 2010. It is expected that they will start the process again sometime in January 2013. So, please do your due diligence by going through the below websites and have all the documents ready and at the same time keep a close watch on CIC's website www.cic.gc.ca . This way, once they start accepting the application you can send in yours.

NOTE: If you are not really comfortable with the guidance from the above link, you may hire a Canadian Immigration Consulting firm that will do everything on your behalf. If you choose this path, make sure you pick the right consulting firm. As there are many black sheep in the market.

Thank you Canpr for replying to my question :) Actually I have read almost the entire CIC website. I read the guide several times. I have almost prepared all documents mentioned in the "document checklist".
I know that the CIC is not accepting applications unless there is a valid job offer. and I have a job offer. so I'm ready to apply now.
I have only this specific problem about paying the fees.

I'm ready to submit my application. I just want to pay the fees.
and yes, I have checked the CIC website. but all they said is to consult the visa office resposible for my area.
However, there are two visa offices one in Lebanon and one in Jordan. (and by the way i don't know which one of them is reponsible for my country)
anyways, i tried to contact these two visa offices but they don't respond to phone calls and they refuse to see people in person. i sent them e-mails and it took them a month to respond. and they responded with a link to the CIC website which i already know.

Any other solution PLEASE??

Vera, the rule about choosing the visa office is, you should have eternal access to this country where you choose your visa office. If Syria's embassy is closed, you can choose Jordan or Lebanon as long as you can enter these countries anytime you want without any problem. By the way, you do not send your application directly to any of the visa offices. Your application must be sent to CIO in Canada. If approved, they will transfer your application to your chosen visa office.

The PR visa office for Syria is Amman.

Vera,
You could pay using a demad draft issued by any bank.
The other easy option for you is to pay using your credit card. Either your credit card OR your uncle's credit card. Ofcourse if your uncle is paying then the credit card details will have to be filled in with his details and form signed by him.
Other option is that your uncle gets a demand draft in Canada. You send all your documents to him. He puts in the demand draft in your envelope and posts it to CIO.
Or he sends you the demand draft via courier to Syria and you include it in your envelope and you send the whole bunch to CIO yourself.
