Hello all, please help....
I'm an Australian married to a Canadian. We want to move to Ontario to be closer to my husband's family now that we have a little baby. We'll be applying for a spousal sponsorship and I don't think there will be too much trouble as far as I'm concerned. .... What I need help with is that we want to bring my mum with us to live permanently. How do we do this? I believe the grandparents super visa will be the most appropriate with us just renewigr/ extending it until I've lived in Canada for 5 yrs and am rlibigel to sponsor her. BUT I'm concerned that the stipulation on the super visa re: being a "true visitor" will be tricky, because in reality she isn't a visitor,our intention is for her to move there permanently.
Finding an immigration consultant in Australia who deals with moving to Canada is near on impossible so any help is really truely appreciated.

Of course there is no telling how lottery odds will be in 4 or so years time, what the state of Parents program will be in, or what her health condition will be later. So prepare for a possible scenario in which you can never sponsor her to Canada as a PR.

Supervisa may work for extended times. Technically they can allow up to 2 years stay (at discretion of CBSA), and can renew this as needed. She would need private medical insurance for her time here. Supervisa though is still meant to be temporary, and at some point she will be expected to return home if she is unable to be sponsored for PR.

Could you tell me more about the lottery? Is it a literal lottery where eveeyoev just has a number and it's random selection or something?
Good to hear it's only 3 yrs of living/paying taxes, not sure where I got 5 yrs from. I've read so much and yet I think I'm just as confused!
Can mum renew/extend the supervisa whilst still in Canada or does she need to leave the country and then reenter?

The whole process would likely take around 5 years if you got selected during the first lottery you entered. You need to meet LICO with your Canadian income for 3 years. Look up the parent and grandparent sponsorship process. Yes it is a actual lottery to be able to apply for one of the spots. Should clarify whether your mother is Australian? Your mother will have to stay behind in Australia (or home country) in order to apply for a supervisa until you and your husband move to Canada and get jobs. You can't apply for a supervisa while in Canada. There are no guarantees that you can extend a supervisa. The first visit you can usually stay for 2 years and subsequent visits are 6 months. Given it is a visitor visa eventually they often stop extending supervisas or only extend it for a very short amount of time which indicates that you likely would get a refusal the next time. Also the medical insurance covers emergencies so if she needed treatment for some illness or regular check-ups she would either pay out of pocket or return to her home country.

Yes it's a literal lottery. Once you reach the 3 years income requirement, you can enter the lottery in January and IRCC will select randomly X entries based on what their cap is for the PGP program in that year. This year they selected 15,000 entries, in order to fill out a 10,000 cap (expected many will be ineligible based on income so won't submit an app).

Most likely more than 50K lottery entries are being submitted, and will grow every year as more people become eligible, so odds may not be good.

If the Conservatives happen to win the next election, the cap may be reduced down to 5K per year (their original amount back in 2014, which the Liberals increased to 10K) meaning odds would get even worse. Hence why it may be a long shot to ever sponsor your mom for PR, you have no idea how the parents program will look by the time you're ready to apply.

The supervisa is basically a 10-year multiple-entry visa, and allows CBSA to grant up to a 2-year continuous stay upon any entry (she may not get the 2 years though). It's also mandatory to buy private travel medical insurance with the supervisa. There is an income requirement to apply for superview so you would need to have at least an employment letter from Canadian company that you are making the minimum amount.

Logistically I'm struggling to figure out how to do it all, I won't have a letter of employment for a while because I'm a physiotherapist and part of getting my credentials approved by the PT governing body involves taking theory and practical exams and they're only offer a couple of times a year.
Anyway, a another specific question about the lottery thing, if it's random does that mean that personal circumstances don't play a part...(I'm mums only family in Australia).
Also, on a side bote, how would anyone be able to go to another country for 2 years (on the supervisa) and then plan to leave again, i.e. how would people have anywhere to return home to if they've been away for so long, surely people don't pay rent for 2 years so they've got a home to return to.

For the income requirement, you can also use your husband's income to qualify for supervisa.

Or to get her here immediately, she can come simply as a visa-exempt Australian passport holder, so just an eTA would be required to fly. She will probably get 6-months initial stay in Canada as a regular visitor, and can apply to extend that while staying in Canada as it comes due.

Parents in Canada on supervisa are expected to be living/cared for by their family that invited them, as they have no right to work here. Again supervisa is temporary, so at some point in the future they are expected to return back to home country.

For the Parents program lottery, personal situation is completely irrelevant. It's based solely on winning a random lottery spot, meeting income requirements, and having parents pass a medical exam. That is it.

There is another stream called Humanitarian and Compassionate, that some people have used successfully to sponsor a single parent who has no other family in their home country. For this immigration stream your mom would need to be in Canada first as a visitor, then you would apply. You can apply for this one anytime. H&C apps have a lower chance of success, so you may want to consider using an immigration lawyer/consultant experience specifically with H&C apps to help put a strong case together.
