Help please for spousal sponsorship

Hi everyone can someone please help me!
My husband papers is currently on process and it's being process in Manila,Philippines. When I applied him, we fill up the Thailand application form because he was currently working in Thailand that time and now he finish his contract. My question is, is it okay if he go back to the Philippines? Will it affect his application? or does he need to stay in Thailand until he got approve?

Please if someone can help me answer my questions.

He can go anywhere, you just have to inform CIC about the address change , they might change his VO.

VO is already MVO.

If it was based on residence it would be SVO
